In Texas, Blue Cross Blue Shield of Texas is a highly reputable carrier.  So reputable, that all public school employees — pre-secondary and post — have BCBS of Texas as their carrier.  Because of that, I looked towards that carrier when researching for a friend whose workplace doesn’t have health benefits.
